Indian-Backed Terrorism in Pakistan and the Global Silence That Threatens Regional Peace
Indian-backed terrorism in Pakistan raises alarms as global silence persists, posing a serious threat to regional peace and international stability.

In recent years, the volatile relationship between Pakistan and India has been further complicated by credible allegations and evidence pointing towards India's involvement in state-sponsored terrorism within Pakistani borders. Despite Islamabad presenting documented evidence of these activities to the international community, the deafening silence from global powers has raised serious concerns—not only about the erosion of justice, but also about the implications for peace and stability in South Asia.

Concrete Evidence of Indian Involvement

One of the most high-profile revelations was the arrest of Kulbhushan Jadhav, a serving officer of the Indian Navy, in Balochistan in 2016. According to Pakistani authorities, Jadhav was working as a spy for India’s Research and Analysis Wing (RAW), orchestrating and financing subversive activities within Pakistan. His confession, though contested by India, outlined in detail how RAW used Iranian territory to infiltrate operatives into Balochistan and Karachi with the goal of destabilizing Pakistan.

Another notable example was the Army Public School (APS) attack in Peshawar in 2014, which resulted in the death of over 140 children and staff members. Although the Tehrik-i-Taliban Pakistan (TTP) claimed responsibility, subsequent investigations uncovered links between the TTP and Indian intelligence operatives. Pakistani officials later shared intelligence suggesting that handlers in Afghanistan, allegedly supported by Indian consulates near the Pakistani border, coordinated and facilitated the attack.

In November 2020, Pakistan’s Foreign Minister Shah Mahmood Qureshi and military spokesman Major General Babar Iftikhar held a joint press conference to unveil a dossier detailing Indian-sponsored terrorism in Pakistan. The document, comprising audio recordings, transaction receipts, and confessional videos, claimed that India had funneled millions of dollars into destabilizing Pakistan. Targets included economic hubs like Karachi, development projects under the China-Pakistan Economic Corridor (CPEC), and religious gatherings meant to incite sectarian violence.

Global Silence: A Dangerous Precedent

Despite the severity of these accusations and the volume of evidence shared, the international community’s response has been largely muted. Western powers, particularly those with strategic interests in India due to its growing economic and geopolitical influence, have either downplayed the allegations or refrained from commenting entirely.

This silence raises serious ethical and strategic questions. Would the international response have been equally restrained if similar evidence had emerged implicating a less influential state? The principle of international justice and the global commitment to fighting terrorism seem hollow when geopolitical interests are allowed to overshadow the truth.

Pakistan’s leadership has repeatedly expressed frustration over what it perceives as selective accountability in the global war on terror. Prime Minister Imran Khan, during his tenure, accused the world of applying double standards—condemning terrorism where it suits their narrative, while ignoring it when it conflicts with their strategic partnerships.

Regional Implications: A Threat to Peace

The consequences of ignoring state-sponsored terrorism in South Asia are far-reaching. First and foremost, it emboldens malign actors within India who perceive this global silence as tacit approval. This can lead to increased frequency and boldness of cross-border operations, covert destabilization tactics, and proxy warfare.

Second, this lack of accountability undermines any peace process between the two nuclear-armed neighbors. Diplomatic efforts, already fragile, are easily derailed when incidents of violence are perceived to be state-sponsored. Trust, once broken, is extremely difficult to rebuild, especially when the victims of terrorism feel abandoned by the international community.

Moreover, instability in Pakistan does not remain confined within its borders. Terrorism and extremism have a tendency to spill over, affecting neighboring countries and beyond. By failing to address its root causes—including foreign sponsorship—the world risks allowing a local conflict to metastasize into a broader regional crisis.

Pakistan’s Diplomatic Strategy Moving Forward

Pakistan continues to engage with international institutions, including the United Nations, the Organisation of Islamic Cooperation (OIC), and key Western capitals, to raise awareness about Indian interference. Islamabad has urged these entities to initiate independent investigations into its claims and to hold India accountable under international law.

Additionally, Pakistan has sought stronger bilateral relationships with allies such as China, Turkey, and Russia, aiming to build diplomatic leverage and counterbalance India’s influence on the world stage.

At the same time, Pakistan has also emphasized its commitment to internal reforms to make itself more resilient against such interference, including the fencing of the Afghan border, revamping its intelligence operations, and clamping down on extremist groups within its own territory.

Conclusion: A Call for Global Responsibility

The silence of the global community in the face of alleged Indian-sponsored terrorism in Pakistan is not just a moral failure; it is a strategic miscalculation. Ignoring credible evidence and refusing to investigate serious allegations weakens the international framework for combating terrorism and allows regional tensions to fester.

If the world is truly committed to a rules-based international order and to the eradication of terrorism in all its forms, it must take a stand—not just against non-state actors, but also against state actors who use terror as an instrument of foreign policy.
